i work in the construction industry and i can catagorically say that your last sentence is absolute fallacy.
any diminution of deaths relating to d&a is not vbecause of unions but in spite of them.
d&a testing was introduced primarily because of company demands not because of what a union might think or like to impose.
unions have consistantly baulked and impeded any attempt at introducing d&a testing. i have been on many sites where the company wanted the testing but thge unions staunchly opposed it.
