What would be best is universal nuclear disarmament. What would be less best is every country having nukes. What would be worst is the US, UK, Russia, India, China, Pakistan and Israel being the only ones with nukes.
Terrorists could acquire nuclear weapons now. They just could and nobody would deny that.
Israel is clearly the most likely country to use nukes (against the US a definite possibility). If that's what it takes to trigger a war by the US against Syria or Iran, they would do it using their new submarines against the US and blame it on their enemies.
