Perhaps the more interesting question is why China would seek to kill Lynas as it involves either flooding the market with cheap RE or cheap finished products. It wouldn't be a quick or easy kill as Japan Inc would keep Lynas afloat as it has already done. They can of course hammer the SP with those tactics but that alone won't destroy Lynas.
I expect the Chinese will continue down the value added path feeding into local end use manufacturing with restricted export of REs.
