My point was that consulting with Aboriginals prior to intervention is not as easy as it sounds - your comment re Pearson probably supports that - who and how many groups or leaders would one need to get consensus from? In the meantime communities would continue as before. This is not easy stuff.
Regarding CDEPs - I'm not across this too much but I gather that the government sees them as less effective as trying to get real jobs for the communities such as Maningrida. Again - not easy - when you start with extremely remote communities what are the realistic chances for real jobs? I suspect none.
By the way - do you use the terms quarter cast or half cast - my guess is not.
