If the business is trading whilst insolvent, it is the business owner's (franchisees) responsibility to shut their business down, not RFG. If the franchisee is trading whilst insolvent, it will be the franchisee who is personally liable for any debts incurred after the business becomes insolvent (assuming they are the director of the company owning the business), if the business continues to trade whilst insolvent.
If I was a franchisee trading a business whilst it was insolvent, I would not be putting myself out there in the media, highlighting this fact. It may come back and bite them on the bum.
