    I've always thought that before anyone can have a rational argument about refugees, as distinct from a purely emotional one based on pictures of people in detention, the first item that needs to be determined is how many immigrants can a country sustain.

    Once you have the portion that you allocate to refugees as part of that total plan you can start to think about how you deal with the one who arrives after that number has been met. Do you simply move the number?

    You also have to determine how you deal with the economic refugees, those that traverse other countries on their way here and how you deal with those who take great risks by arriving by sea in unseaworthy boats c/o people smugglers.

    There is no point in beginning with a cry that it's all too horrible.
