I personally don't think a C is even required, I don't think number of shares is an issue. Volume % of market cap traded is more important than how many shares traded, The more traded is generally someone wants to buy wether up or down. It's more about who picks the correct path.
If you have $10,000 to invest it is irellivent how many shares you get. That goes for every level of investor. Could be wrong though.
