If FAR have an undisclosed agreement for the sale of SNE then the report would not be material.....
It could be misreported or the minister misspoke but if the article is true and if the minister meant it I would think it is very much material to any company that is not an oil majors hoping for future contract renewals and farm-in opportunities in Senegal.
I previously read that companies will need to put up bank guarantees.......perhaps the minister thinks that small companies wont have the funds therefore will be excluded and the reporter has jumped to a conclusion that it will only be oil majors that will have the funds.
I hope FAR could clarify but given the time of year and their focus on Gambia we may wait some time before learning more I reckon...
