Am sure this has been discussed before but the way it looks to me is that all this delay for drilling is to give time to Huayou to raise capital. This alongside the fact that AVZ withdrew the motion for the extra 5% possibly at Huayou request, has me thinking this is a done deal already and will be in the range of 0.50 to 0.70. ML tweeted long ago that this is worth at least 0.70 and this was raised from the 0.50 that was been talked about. All just strategic timing.
