1. You assume they have unused capacity. 385 rooms is not that large, nor difficult to fill in a casino that size especially since all visitors are from out of town. We know at aristo junket operators are rationed, due to demand exceeding supply.

2. A western website may attract western tourists. Again playing into the issue of Language comes into play, so now say instead of a few a day, you get 80 (40 rooms). You now need a dedicated english speaker on the front desk (no longer can the manager just step in when an isolated guest rocks up). You now also need english speaking staff around the resort (so we have staff now speaking Thai, Cambodian, Mandarin, and English), this means in the restaurant, in the bars, by the pool (we dont want a guest getting upset because the staff member didn't understand they want a towel). Also, the breakfast now needs decent western options, no longer just the token "eggs & sausage" you see across asia. Or ... people will complain.

3. The casino itself, again, I have been to casinos across asia ... they will have tables where everything is in mandarin, others where it is in Vietnamese. They might have some english speaking staff, but they might be on a game you dont want to play or on a table limit you dont want to play. Having someone trying to play on a table they dont understand the language on causes disruption to the players and casino (yes it should be possible as "hit" "stand" etc are universal gestures, however how do they answer "do you want insurance" when it is asked in mandarin?

A website just seems like a dumb issue to get caught up on. Without a website, they push out offers/advertising via junkets / travel agencies to specifically target desired guests.
