As others mentioned, 'dabbling' tourist gamblers are low value. The time you would need to invest in chasing, serving and managing the needs of these clients will ultimately take your attention away from chasing the big end of town. These low value tourist gamblers have Different expectations and needs - and you would need to redesign the way you deliver services to cater to this crowd and in doing so, not only will you need to reduce redirect your efforts building up the customer base with big gamblers, but you may also inadvertently alienate the customers you really do want.
