That would not be smart, as this would piss off investors who stump up dollars via the prospectus and jeopardise the success of the raising.
Ideally an SPP/Rights issue should have been offered to shareholders during 2016 or 2017, however with very little new news to shareholders this this would have had limited take up. Assuming any such raising was underwritten (probably be the companies larger share holders), any such issue would allow the underwrite to get access to even further discounted shares.
If it's discounted (cheap) shares shareholders you are after, there's been ample opportunity to buy on market at prices ranging from $0.004- $0.009 over the past 12 months. You can't really get much cheaper.
