Yes JD construction costs can blow out enormously (2-3X's). But I have also been on projects where we come in ahead of budget and schedule. All depends on project/construction management and credibility of design.
One example of a job I was on back in 2007 we were 3mths behind sched and basically leaderless, sacked a certain project manager brought in a true troubleshooter 7wks later we were 2wks ahead of sched.
