    Here is Ofcam’s statement on their strategy and vision for satellite regulation development. Ofcam is the regulator that SAS is subject to and is one of the coordinated global satellite regulation authorities. Sections 3.59 and 3.60 relate specifically to their intent for small sats licensing but the whole document is relevant because it deals with how they are structuring access to bandwidth regardless of satellite platform, which is, not surprisingly, the main issue facing the regulators.

    This strategy was published Jan 19, 2017. They say they will update this as some questions and unresolved issues are considered. SAS has stated in multiple interviews that they are working closely with the regulator to help develop the small sat policies. So I imagine an update will be released soon.

    This took me 30 seconds to find, not knowing what I was looking for other than something from the regulator SAS was working with (not even knowing which regulator that was) and about 10 minutes to read in order to identify the sections relevant to small sat regulations specifically.
