It depends on how those statistics are calculated.
For example, in a western country, there are 100 people with black skin, out of a total population of 5 million people in that western country,
and, let's say there are overall 200 crimes committed in that country .... and 10 are by black people ....
the statistics can be either of this,
(1) 10 as a % of 200 crimes committed is 5%, ie. 5% are by black people, and 95% by white people, or
(2) 10 as a % of the total population of black people of 100, and the % is 10%, and the 190 whites who committed the crime expressed as a percentage of 4,999,900 whites in that country, and the % worked is 0.0038%.
To skew their argument, the anti-black people will use % calculated in (2).
