If I could ask a further favor, could you provide a link to the announcement that declares the $450M facility will be developed? I would like to look over it, and if there is any validity to it, it would seem like a good investment over the coming months.

From the $5M grant announcement:

"We’re on track for an array of commercial-design CETO units to be operating by the end of 2008 in addition to deeper water, full-scale CETO III tests and commercial roll-out in
2009"

It does not sound as in the company is anywhere near the commercial phase yet.

Am genuinely curious about CETO desal technology (and possible investment opportunities), so any further information you can provide would be greatly appreciated.
