I don't see that happening. The chinese government have mandated the acquisition of mineral resources by Chinese firms but not specifically to who. There are many extremely interested parties willing and able to buy AVZ's amazing assets so there will be a scramble to attain such a superb supply of raw material. Chinalco, CATL, China Molybdenum, Huayou, China Minmetal to name a few.
The Chinese have a way of trying to keep it within their grasp so I don't see outside interests being able to gain it as part of their portfolio. Certainly not Rio Tinto or Vale for instance.
