Yes it is resellers.
For example the announcement regarding LBH Partners released Nov 17 contains the following quote suggesting they will push Covata products as part of the solutions LBH develops for its customers. As Covata forms part of a bigger solution for securing business data it makes sence to use resellers IMHO.
"LBH will be embedding Covata’s DSP APIs into our own products and the relevant business applications we develop for our clients. With Covata’s DSP technology offering, LBH will be able to provide the highest level of protection for our client’s sensitive data, at all layers of the application architecture.”
