This is partial order fulfillment nothing strange. Lets say if you want to buy 100,000 shares at 17c. Someone sold you 99,999 @ 17c with 1 share now outstanding in your order to complete. You either wait for another person to sell you this 1 share @ 17c OR just jumped the queue by buying the 1 share at 17.5c to complete your 100k lot. No broker will stop you from doing so...
