Not necessarily, as an example I use to work for a night club and when i did stock ordering it would be delivered and then invoiced with two weeks to pay the invoice or we'd incur a fee. While this is nothing of the scale of $40 mil it was still upwards of $20000 a week. Sometimes we wouldn't pay the bills until the very last minute or get extensions just because we could.
