The change could enhance Telstra's value by several billion dollars, according to a report issued last week by Goldman Sachs JB Were analysts.
"We believe the ALP's fibre to the node plan could be positive for Telstra," analyst Christian Guerra wrote.
"While Telstra is likely to suffer compression in its retail revenue and earnings, we expect it would also enjoy a large uplift in wholesale revenue and earnings."
Based on this analysis, Guerra tipped the group's Telstra valuation could rise from $4.70 now to $5.12-$5.40 a share.
"In addition, we believe the better visibility on Telstra's business (ie, annuity-type wholesale income stream) could result in a re-rating."
