Speaking for stumpy, if I may, I believe his #3 is suggesting that if another company (e.g. BYE or other) is interested in a possible takeover of OEL then it is in the suitor's interest to supress the share price in the lead up to a takeover offer in order to minimise the SP premium they need to pay to effect the takeover ...
