We are waiting on NITI Ayog, but I'm not sure if we will receive timelines for progresion. We will get an update when (not if) it's approved. Frustration definitely, but I think it's taking a long time because they are working out all the details- so they can come up with a definite timeline- no more 'several weeks!' The sp is caused by uncertainty, but I think the longer it takes (within reason) the bigger and more detailed (and certain) it will be!
