lets just say for arguments sake, that this was the last bit needed to get the oil permits - wouldn't that mean time is of the essence, ie, we have signed and ann'd the deal, so the signing and the ann of the oil permits should be asap?

i would say, MS wouldn't sign one without signing the other- if you know what I mean.
