A question for you (or anyone), can Rudd sign Kyoto without taking it to Parliament or even Caucus? It seems a tad autocratic.
Also, why are carbon emissions based on per capita per country? Why not per capita based on land mass, in other words the amount of emissions from a percentage of the worlds surface. My rates are based on this , not on how many people are in my house. It couldn't be because the Europeans had a major hand in drawing up the agreement in the first place, could it?
