Well you didn't really answer the question! If there were financial institutions looking at funding, then it would have been announced irrespective of the regulations issues. There is a thing called "Continuous disclosure" that all companies listed on the ASX have to adhere to.
So the question still stands...............How does MNS propose to fund the mine development?
