They are in a bind.

NG was a bad idea in the first place, but IMHO was brought in in part to stimulate the purchase of houses by "would be " investors

They tried to remove it but amid all the dire warnings and the backlash it was deemed as too hard

So they would like to see it gone and they don't need to stimulate activity any more but how can they remove it ???
