I think you're still missing the point. Go back to the very first announcement about the partnership with FC Capital in 2016. It says nothing about issuing shares or options.
Then in December and January they exercise 2.5m unlisted options and are issued with 530k shares at 20c. Which the company says is based on a deal that happened in December 2016. Why wasn't there a mention of the shares being issued in the original partnership announcement?
If we don't ask these questions then what's stopping management from issuing shares at any time at any price and just saying that it's based on an agreement from when the share price was lower. It's extremely suspicious activity and I'm surprised that you're fine with it. A small amount of dilution every few months adds up. Go and have a look at how many shares have been issued in the past 3 months at around 20c. Sure it could just be circumstantial but doesn't hurt to keep an eye on it.
If you look at the bigger picture it's not so "incredible" that it's being discussed.
