Its the Asian and ME mostly. My son finished a double degree in computing science and Engineering a couple of years ago.
There were quite a few Australians that finished the course, probably equal Australian and foreign students.
Your not talking a lot of people finishing though.
Out of about 60 that started about 17 finished I think it was.
The good thing is that foreign students pay full fees and Australian students get the loans.
Also most of the foreign students rent properties close by so the rental market is fairly vibrant around Uni's in Australia.
If it wernt for the foreign students paying more Australians would be paying a lot more.
Malcom Banning sex, hahahahaha I couldnt help but laugh at that. They might employ sex police who patrol offices with a riding crop or perhaps a vibrating tazer.

Sounds fair to me. Similar to a Google tax, just tax them on every ton they take out of the ground regardless of where they send it.
