I think the consensus is that the issues were contractual rather than regulatory. As Kev notes, TV2 acted pretty much immediately. The whole event is, by any account, disconcerting. However, they have reoriented and moved on quickly - a good sign. What would help is some narrative to fill in the information vacuum to explain why/how it came about and why certain decisions were taken.
