It's operating on the assumption that you cut skilled migration by that amount, and that those skilled migrants have employment and are not a net beneficiary of aid programs. I'd wager that the assumption also only takes into account direct economics (so ignores the cost of having to expand infrastructure, increased health bill, etc) and that it also ignores fun little things like - if a migrant can't fill the job, chances are an Australian will, so then there's no need for the state to support the unemployed Australian worker.

Cut family and unskilled migration by $80,000 and you'd have a significant net benefit, but, as far as Scott Morrison is concerned, "are you going to say to partners that they can't come to Australia when they're married to an Australian?"
