Barnaby is a representative of the Nationals. They have some legal responsibility for his behaviour if he is representing them. She doesn't have to work for the Nationals to lodge a complaint with them.
So to go back to your original post, asking why didn't she go to the police.
- If it was sexual assault, she should have. So we can assume it wasn't.
- If it was sexual harassment, she should contact the relevant organisation - the Nationals - as she has. If she is dissatisfied with their response she can then go to the Human Rights Commission. It's not "fishy" that she didn't go to the police. That's not the normal process for sexual harassment allegations.
