But it wouldn't be! You acquire 20% on market. Nothing wrong with that. Then comes the time for the purchase of 20% and you declare your intention. Nothing surrepetitious about that and you have nice little head start with 37.5% in hand. It's plausible, because why would they commit to just under where they have to declare if they weren't intending at some point to take over control from the current cowboys? Great resource, but you wouldn't want the present mob to do more than order board meeting lunches.
