I don't think 'starting from a lower % point may make it more expensive for us (KRC)'.

I wondered why TNG achieved a higher concentration grade than AVL, though the ore is lower grade.

I think the reason is that unexpensive methods mainly seperate Vanadium and Iron from the rest. Separating V from Fe is the expensive step. The important point then is the concentration of V RELATIVE to the concentration of Fe.

For example, a higher concentrate grade may be achieved with 0.5%V and 10% Fe than with 1% V and 50% Fe.
