I agree BUT what makes you think all these matters haven't been a priority over the last 12 months?

I don't believe AVB would have taken the path of buying out Centro/Gurupi and establishing an accelerated timeline for construction without having established their path forward. Given a stated desire to get construction started before the wet season late this year I would think they also expect to have the DNPM issues cleaned up well in advance. They have targeted mid year for results in a number of statements to the market.

I've also heard a rumour (last September when on site) that the DNPM in Maranhoa state is far less busy than in Para state...hence no delays expected. Now we all wait to see reality.
