We're looking for a lot more than that from them, we don't even know who some of them might be - they could be entirely new players or players who don't wish to disclose their hands to their competition. Anything could be going on behind the scenes.
To boil this down to some "nervous about $15m" is oversimplifying the entire situation.
They just put up the best part of half a billion dollars for the rail, road and power in the area.
