You know how in poker, you have to learn to read their faces?
This is the game.

Chinese player(s) wants the cheapest buyout. Lets call him 1 for simplicity.
AVZ says sure, give us X now or pay more after JORC.
1 says naaa, too much (while thinking we've got this sewn up, other chinese players are at least a little subdued by state.)
AVZ raises, says JORC it is. Full JORC needs money.
AVZ has to start going to US or EU to raise awareness, or else China does have it sewn up. Even a home grown CR to current holders is not going to push the canny player 1. There's gotta be another bidder somewhere to push this. Otherwise they both have to call.

This is obviously too simplistic*, but the necessity of going elsewhere to create interest seems obvious to me.

*e.g. Someone posted that Hayou may neglect to buy in to the game because they can't show a controlling stake yet etc etc.
