I fully agree, leasing anything is not my preference either. Same for renting real estate. Not ideal and not my preference.
Though it is quite common for company execs to decide to lease stuff.
I'm sure FBR have some servers as well. You need lots of on prem high quality/speed storage for CAD and 3D drawings being generated by the 30 technical staff that I'm guessing FBR have out of the 65 staff.
20-30k for a server will not cut it.
I'd be surprised if they have spent less than 250k on servers, storage, networking and IT security.
You cannot not use Cloud because the CAD data files are too large, and the rubbish FTTN NBN that Sultana Rd has [1] will unlikely give them the high speed internet they would need.
They might have paid Telstra for a Fiber connection. $800 to $2k per month (depends on speed) for a 3 year contract is not unusual. So there is more admin costs in the report.
Thanks LNP. You should have provided a FTTP to all of Perth and simply been done.
You had one job. One job and that was to enable businesses to be productive and economical....but.....sorry people got distracted.
I'm very passionate about lack of NBN Fiber for Australian businesses.

[1] So says the Internode Coverage Checker, so Sultana Rd are likely not getting high enough speed and quality for their needs.
