Not sure what "big tender" you mean but WP has made it clear 2018 forecasts are conservative based on "known knowns", with a small element of "known unknowns" (e.g. tender wins).
Upside to these are other known unknowns like outcomes of Vax discussions and/or TAVR partnerships.
