Yep agree with all that. My point was that if TNG management or whoever wrote the announcement doesn't understand what FEED is (there's nothing final about it) it doesn't bode well for their abilities in project execution and the direction for the project.
They are in sore need of a gun project director or outsource to a Project Management Contractor (PMC) to move it forward. Not sure a PMC is in the works due to $ constraints and the relationship with SMS as EPCM.
