I'm happy to clarify anything I have posted.
Simply put, my view is that it is odd that a highly successful capital raising would take so long to complete. That has been my position since the outset.
I also don't believe that shortfall (as defined in the ASX rules) as applicable to this type of capital raising. What you'd get instead of shortfall is behind the scenes passing round of the hat, seeing if anyone wants to buy some shares - then slowly issue them.
Alternatively, I am sure there is a rule to cancel the remaining placement shares - but doing so when you've already trumpeted a successful raise simply would not be a good look.
