Delays in Infrastructure Approvals, page-34

In principle, I don't disagree with any of the above posts re Sydney infrastructure - but who/how/where/when/why will proving/acceptance trials using local materials (@Beton2 has referred to this issue many times) be done, over 12 months, firstly by Australian reg body, then by potential users - taking 2-3 years, by which time a lot of contracts for Sydney infra will be in place?  Just wondering - have I missed this being debated? And without wanting to be negative, does EDE have the resources to instigate and be involved in this? Shouldn't they focus on current pipeline? I think so - build the base, and there will be "tonnes" of opportunities for future multi-decade infra projects.
