Is he trying to stifle the joint venture you ask.
DL effectively did that when he broke the original binding agreement and demanded more. While DL has done some sucking up to try and tone down the obvious animosity, Purdys is no longer of any real interest to Novo as they have ground of their own which appears better at Comet Well and it demands close attention.
While Quinton is no doubt aware that ARV shareholders would like to see more work done at Purdys, its a case of "you made the bed, so you lie in it".
DL has got the message. Thats why he is going ahead with plans of his own.
How this turns out will be interesting. The lack of technical/geological expertise on the board and within the company will have a telling effect.
