You summed up the situation pretty well. MOUs and LOIs are meaningless (unless they are backed up by a binding contract). They can also be dangerous, some companies sign them as a mean of discovery, i.e. finding out what the other party is doing, whether it's their technology, their pricing structure, or marketing plans. They can then use that info to either negotiate a better deal with their current provider or to develop their own solution.
No one is rushing to distribute Free-to-Air as most FTA channels have their own apps that you can download for free regardless of your platform or mobile operator. The key is premium content such as select live channels (mostly sport related) and VOD.
Interesting also that you mention iflix, as Indosat ooredoo already streams iflix VOD to their mobile users, along with Spotify for music. In that sense, they are already ahead of TV2U, because their product is on the market (and has been for a while) whereas TV2U is still not there.
