It's only the CASH COMPONENT CURRENTLY BEING REFUNDED WHEN THERE IS NO TAX LIABILITY WHICH IS BEING TAKEN AWAY.
Your post suggests you do not understand that.
The $5,000 suggestion is a cap on the Cash Component. I think this is very very unlikely indeed. Still, would make many of us happy. Certainly me.
