as dazdog has said it appears the containers are not yet in South Africa. Even if they were maybe it would not matter as Umgeni Water have said they are a fair way into planning for 3 other desal plants in the north, each 10 million litres/day, say 7 containers each, that takes care of 21.
As happened at Richards Bay it appears these other 3 plants are to be funded by the National government via Umgeni Water.
Fluence, subject to quoting a fair price, does seem to be the preferred vendor of Umgeni Water no doubt because of the performance of RWL at Richards Bay.

It sounds like Fluence is the selected vendor for the $100 million VA Waterfront plant but the contract has not been finalised, wonder who the contract is with, Umgeni Water which is the state body, or the City of Cape Town?
