Shockingly I didn't procrastinate and got it done - made 3-4 scanners. Markets been a bit choppy so they haven't been returning too many primed charts but here's one I coded that does okay:
Basically finds something that have 1.1X regular volume approaching 5% of 30day highs (potential breakout) or 5% above 30day highs (breakout)
Also has 2 M.A indicators in case I want to quickly include those as a condition.
You can play around with the figures for more volume, larger range, larger timeframe.
