that quote has to be looked at in context. If you look at the circumstance of Singapore's birth and the geographic area the majority Chinese Singaporeans found themselves in, yes, discipline was more important than democracy.
But, in a broader context, for a country like Australia, US, UK, etc, are discipline and democracy mutually exclusive ? I don't think so, unless "discipline" is read to mean an authoritarian system of government.
How many of the admirers of Lee know the origin of the party he led ?
