The key point is that they have received multiple unsolicited offers, which implies they should get good price for whatever they choose to sell. In addition, the fact that some of those offers include strategic stake, etc, implies various parties have done their homework crunching the risked valuation of the company, and have decided that the stock is trading at a discount to fair value. In all, it is a positive announcement. They have received several approaches and are simply putting a proper process in place to evaluate all offers. So I am not quite sure where "desparation" and "fire sale" could be derived from within the announcement. I've entered the stock on the announcement with a punting stake.
