    Yeah they have begun the commissioning process: sections of the plant are being commissioned as we speak. Final commissioning - wet - should be when everything is up running together. Not just running as an individual component of the plant.
    So the ball is rolling, and like a snowball should accumulate momentum!

    Also... that comment about the board delivering "ROBUST DIVIDEND RETURNS"... I would hesitate to guess, but does that sound like a NO on the TO front?
